Key member of the technical team that designed a cloud services brokering model for the GSA.  This allows the GSA to be the intermediary between cloud services providers and service customers.   The design allows the broker to perform a role similar to an IT service provider or a systems integrator, but in a rapid development cloud services environment.

 

Big Data Strategy – General Dynamics IT

Technical Lead that assisted a GD business unit develop a Big Data strategy and architecture. This included a virtualized Open Compute hardware platform, Open Stack Cloud Software infrastructure, Google’s Hadoop Distribution (MapReduce, Google File Structure), custom data analytics and visualization using the OZONE Widget framework, and visualization and mapping widgets.

 

Mega 4 Automated Litigation System – Dept of Justice, General Dynamics IT

Key member of the proposal team that designed an IT solution for DoJ attorneys to manage use of evidence and litigation support.  This solution made use of a repeatable litigation support processes, a powerful workflow system to manage all court processes.

 

Medicare Second Payer Systems Contractor – Centers for Medicare and Medicaid Services, General Dynamics IT

Technical leadership for the systems architecture to establish a centralized Medicare Coordination of Benefits and Payment system that provided a single payment source to Medicare providers, suppliers, beneficiaries, insurers and others by streamlining the existing data and debt collection processes and greatly improved the integrity of the Medicare Trust Funds.

 

Fusion Center Support for Intelligence – Department of Homeland Security, General Dynamics IT

Threat Assessment and Credentialing (TTAC) program – Transportation Security Administration, General Dynamics IT

Key member of an architecture workgroup that designed and implemented a single, federated credential system for the various TSA bureaus.  The TTAC architecture provided: enrollment and credentialing services; screening services to support eligibility for unescorted access; vetting more than eight million individuals against federal watch lists; performing end-to-end management for aviation, maritime and surface transportation programs.

 

Lead Technical team to St. Elizabeth IT Support (DITS-SE) – Department of Homeland Security, General Dynamics IT

Key member of an architecture team that designed and delivered the IT infrastructure to the new DHS St. Elizabeth campus.  This solution included system analysis and engineering of all network communications and data centers. This incorporated systems integration, verification, validation for all IT hardware; software; installation of all system components; and operations and maintenance for the entire system.

 

Technical Lead to Patent Trademark Office (PTO) Enterprise Architecture Support, General Dynamics IT

Technical lead and architect to PTO on the redesign of numerous stand-alone systems into a single integrated platform to be used by all patent examiners across all patent processing.  The architecture included a structured workflow subsystem, automated application editing to minimize manual processing, use of an electronic file processing subsystem, implemented remote processing services, and implemented a single electronic data exchange subsystem.  The entire solution was built on a Service Oriented Architecture (SOA) platform.

 

Lead Technical team to Information Technology Infrastructure Program (ITIP) – Transportation Security Administration, General Dynamics IT

Senior member of technical team on the deployment, maintenance, and enhancement to TSA’s IT infrastructure. The ITIP program consists of a communications and IT processing platform used by all of TSA to perform all mission activities by providing email, database support, cloud computing, TSAnet support, CRM support, and mobile communications integration into a single consolidated environment.  

 


Technologist to NGA Campus East (NCE) – National Geospatial Intelligence Agency, General Dynamics IT

The NGA Campus East located in Ft. Belvoir Virginia servers as the headquarters for the National Geospatial Intelligence Agency.  Lead a technical team that designed and implemented a new office environment for the NGA into a single virtualized and integrated state-of-the-art workplace for all office activities. This included, instant messaging, voicemail, video conferencing, telephony, web conferencing, email and calendaring, and audio conferencing,

 

Technical lead to Air Force Pentagon Communications Agency (AFPCA) – Air Force, Anteon Corp.

Technical lead to develop an IT lifecycle management services for the Air Force.  Mr. Manchise was responsible for delivering single, integrated solution that included service desk system management, executive dashboard, IT portfolio management capability, capital management solution, and integrated operations and logistics.

 

Systems Architect to Networx – General Services Administration, Anteon Corp.

As systems architect to Verizon Corp, Mr. Manchise was responsible for the design and implementation of the Networx (FTS2001 replacement) architecture.  This included development of 45 separate IT services. These included: web conferencing, remote access, network management, IP-based wireless, dedicated hosting, application hosting, video teleconferencing, cyber security, etc.  Specifically, cyber security services included; Firewall management, intrusion protection, managed authentication, vulnerability scanning, and secure email, etc.

 

Systems Architect to the Department of Interior, Anteon Corp.

Key member of an architecture workgroup that was tasked to design and implement a computer and business systems architecture framework for the DOI Trust Management Improvement Project. This project was ordered by the US Courts to mitigate the current trust management system shortcomings identified in a recent lawsuit brought by Native Americans against the Department of Interior and Bureau of Indian Affairs.

 

Systems Architect to Bureau of Indian Affairs Anteon Corp.

As systems architect for the BIA, Mr. Manchise was responsible for the evaluation of competing technologies and the general system design, implementation and deployment for the BIA infrastructure. Design and implementation for a information and data security solution, including a single user sign-on capability. Development of the BIA’s Information Technology Architecture (ITA) document. Review and evaluation of BIA’s new client/server application systems.

 

Systems and Security Architect for the US Customs, Anteon Corp.

As systems architect for US Customs Service, Mr. Manchise was responsible for the development of the security architecture of the International Trade Prototype system (ITP). The ITP architecture is based upon a Worldwide Web Browser installed in the importers or exporters office and Web servers and database servers installed at Custom Service offices.  The security architecture included the selection, implementation, and integration of several COTS products to provide complete secured access to Custom Service computers.  This included the use of 128-bit cipher Secured Sockets Layer software on the user’s PC, firewalls from ANS Software and Axent technologies.

 

Systems Architect to FEMA on the National Emergency Management Information System (NEMIS) Anteon Corp.

Systems Architect for the new FEMA emergency management system.  As chief architect, was responsible for the evaluation of competing technologies and the general system design of NEMIS.  Responsible for the implementation of security infrastructure that included public Key Encryption, Digital Encryption Standard, numerous firewalls, Oracle security, intrusion detection, real time event monitoring, and server configuration scanning capabilities. Updated network architecture I originally developed 2 years earlier for the FBI Advanced Fingerprint Image System (IAFIS).  Original architecture developed during the proposal cycle was updated to current technology since the award of the contract to PRC.

Developed network architecture for DOD secured electronic messaging. Lead a team of 10 engineers.   DMS architecture supported mail users that were fixed, mobile, tactical, or transportable.

Designed networking architecture and integrated COTS products into a single environment for the Justice Department's networked server procurement, JCON.

Designed network architecture for the database portion of the FBI Interstate Automated Fingerprint Identification System.

Designed network topology, system administration, and network administration architecture for the networking portion of the FBI Interstate Automated Fingerprint Identification System. Designed a new high-speed network backbone for the DOD Accounting Center in Denver Colorado.  Networking protocols included Ethernet, Fast Ethernet, FDDI, Frame Relay, ATM, and SONET.

Developed a NOAA-wide plan for the transition and implementa­tion of GOSIP within all agencies of NOAA.

Network Migration Planning - Department of Justice

Developed a DOJ-wide approach for the transition from the various proprietary networks to a GOSIP compliant open system network.  Allowed all agencies and departments to inter-communicate and interoperate.  Applications included: E-mail.  Directory Services.  Remote access (rlogon and telnet) to any host machine.  File transfer of any file.  Electronic Data Interface (EDI).
